In Tarascon, the Fibre Excellence Provence (FEP) paper pulp mill is a eyesore for tourists and many local residents. But its poor financial health, and the fact that it has been placed in administration, are just as worrying. Standing on the banks of the Rhone, its tall red and white chimney has marked the southern entrance to the town since 1951.
